When we talk latency in the broadband portal or anywhere else on the site, we tend to mean 'Network Latency' which is the time it takes for a packet to get from one connected host to another. In the case of our 'WAN Latency' graph this is the time it takes for an ICMP packet to be sent out from our 'ping' server to your broadband router and come back again. Generally this will always be shown in milliseconds(ms) unless there is an issue with your connection or you are using lots of bandwidth (upload or download).
To allow us to ping you (and thus allow the graph to propagate within the broadband portal) you need to ensure that you allow ICMP traffic from our ping server(s) IP addresses. For now, we have just one but may add additional servers in the future:

Once you have allowed ICMP traffic from our IP(s), you should see the graph in your control panel start to populate with data.
Note: On some routers, you may not have the option of permitting this from a single IP. You may just be given the option to 'respond to ping on WAN' or similar.
